Aena carries out Sound Insulation Plans (SIP) in the areas surrounding airports within its network to minimise the nuisance that may be caused by aircraft operating in its facilities.
The execution of these plans arises from the Resolutions of the Ministry for Ecological Transition and Demographic Challenge, resulting from the environmental impact assessment procedures to which the expansion projects of the airports in the Aena network are submitted and in which this Ministry has included the need for their execution.
In addition, the implementation of these plans may be linked to the approval by the Ministry of Transport and Sustainable Mobility of Royal Decrees on Acoustic Easements and related Action Plans. These decrees apply to specific airports within the Aena network.
The properties subject to these actions are those residential units and buildings for sensitive uses (educational, health and cultural uses that require special protection against noise pollution) which, being included within the area of the corresponding airport isophones, have a building permit issued prior to the publication in the BOE of the Resolution or Royal Decree that applies to them.
The aim of these actions is to ensure that, inside the aforementioned buildings, the acoustic quality objectives for noise applicable to the habitable interior space set out in table B of Annex II of Royal Decree 1367/2007, of 19 October, which implements Law 37/2003, on Noise, of 17 November, with regard to acoustic zoning, quality objectives and acoustic emissions are met.
Briefly, the execution of the Sound Insulation Plans means carrying out the following actions:
- Identification in each of the plans of the properties potentially subject to possible sound-proofing actions.
- Communication to neighbours of their right to request that these actions be carried out.
- Receipt of applications for sound insulation submitted by interested parties.
- Verification of compliance with the conditions laid down for the possible inclusion of properties in the aforementioned plans.
- Carrying out on-site acoustic measurements to determine the necessary sound insulation actions to be carried out.
- Drafting and approval of the corresponding sound-proofing project.
- Execution of the corresponding construction works concerning sound insulation.
- Monitoring and supervision of the works carried out and payment for them.
These actions are part of a procedure with the active participation both of the interested parties and of the administrations nearest to the area.
To date, Aena has promoted actions of this nature in the areas surrounding airports where the need for their execution has been identified, highlighting the actions that Aena is currently carrying out in the surroundings of the airports of A Coruña, Alicante-Elche Miguel Hernández, Bilbao, Gran Canaria, Palma de Mallorca, Seville, Tenerife Norte-Ciudad de la Laguna, Valencia, Vigo and Vitoria.
In addition, Aena has carried out sound insulation works in a large number of residential units and buildings for sensitive uses associated with the Sound Insulation Plans of the airports of Adolfo Suárez Madrid-Barajas, Ibiza, Josep Tarradellas Barcelona-El Prat, La Palma, Málaga-Costa del Sol, Menorca, Pamplona and Santiago-Rosalía de Castro, and has the necessary resources for the execution of new actions associated with these plans, or any others that may be implemented, once the need for them has been confirmed.
In the near future, work is expected to begin on the sound insulation plan actions for the airports of César Manrique-Lanzarote, Fuerteventura and Tenerife.

Aena earmarked more than 364.3 million euros for the implementation of the sound insulation plans for the period 2000 to 2024 (both years included).
Aena informs the corresponding Commissions responsible for monitoring and managing Sound Insulation Plans of all of its actions. It also reports to the Mixed Commissions created to establish acoustical easements and their related action plans.
